EMPLOYMENT
DEVELOPMENT
Employment Development is a relatively new program
service that provides persons who are not yet ready for competitive
placement. There is no funding mechanism for this program.
Hugh E. Sandefur Training Center, Inc. schedules these persons to work one of the production
departments for a period of up to six months to determine work
potential. A successful conclusion of this program can result in
referral for a funded placement program or referral to the Extended
Employment program at Hugh E. Sandefur Training Center, Inc.
Employment Development has become an entry point for
persons with disabilities who do not have funded authorization for
services. Hugh E. Sandefur Training Center, Inc. will do direct entry post an Administrative
Pre-Admissions providing the individual seeking admission can provide
appropriate documentation of their disability.

EXTENDED
EMPLOYMENT
Extended Employment is a work program at Hugh E.
Sandefur Training Center, Inc.
where persons are allowed to work and earn according to their
individual ability for an indefinite period of time. There are
some employment benefits that are attached to this program based on a
persons time involvement (actual hours worked). These workers
make up the backbone of our work force and Hugh E. Sandefur Training
Center, Inc. relies on them to
be dependable and quality conscious workers to meet the needs of our
industrial contracts. Program Management, counseling and other
personal services are applicable to individuals in this status.

SUPPORTS FOR COMMUNITY LIVING
Hugh E. Sandefur Training Center’s SCL program is funded through Medicaid.
This program requires a very low consumer to staff ratio and is run in
conjunction with River Valley Behavioral Health who provide the
Support Coordination and the non-work and residential services.
Referral to this program is RVBH based since they are the
“Community Service Provider” for the persons in program. Hugh E.

PLACEMENT SERVICES
COMMUNITY BASED EMPLOYMENT - This is the
traditional placement program that is funded through the Office of
Vocational Rehabilitation. We place an individual on an external
job site, and provide on site follow along care as needed.
Regular follow-up with both employee and employer from time of
placement until conclusion of follow-up (usually three (3) months) is
conducted. There is a standard, one-time fee for this program.
DIRECT PLACEMENT - An individual may not be
eligible for funded placement but still have the potential for
successful competitive employment. We will initiate job
development, match skills with available options and then do placement
with follow along activities to try to insure success.
SUPPORTED EMPLOYMENT - Hugh E. Sandefur
Training Center, Inc. is
approved through the Kentucky Office of Vocational Rehabilitation
to provide Supported Employment Services which is a placement program
that involves one-on-one supervision on a job site. The
community employer pays the consumer's salary and the service provided
pays the supervisor’s salary and benefits which are offset by a fee to OVR after closure.
TICKET TO WORK - Hugh E. Sandefur Training
Center, Inc. is also a
certified and approved Employment Network through the Social Security
Administration. The Ticket to Work program is a federal program
that was established to offer an incentive for those persons on social
security benefits to return to work. A “milestone” payment plan
would reimburse expenses incurred during the placement process based
on achieved goals. Currently Hugh E. Sandefur Training Center,
Inc. is working in cooperation
with the Office of Vocational Rehabilitation on referrals for
these services and they, OVR, would become the “ticket holder.”
Hugh E. Sandefur Training Center, Inc. would then receive income for services based on the
established fee schedule.
